Under the command of Captain Vince Line, the Professional Standards Bureau is responsible for the following functions: internal
investigations of employee misconduct; training; concealed weapons permits, human resources and maintenance of the Sheriff's
Office law enforcement accreditation.
In 2008, the Office of Professional Standards completed 73 official Internal Affairs Investigations in addition to a variety
of other concerns and inquiries. This section also reviewed 196 Use of Force reports, 94 Vehicle Incident reports, and conducted
background investigations regarding the issuance of 1,550 Concealed Weapon Permits.
Inspector David Wellman is responsible for overseeing Internal Affairs. Deputy Inspectors Liz Westberg, Todd Fechner and Jared
Rowlison handle all Internal Affairs complaints. Sergeant Ken McKlem is responsible for the Training Section, which includes
the Community Resource Unit. Sgt. Todd Fechner coordinates all concealed weapons applications. Jon Takayama is the Human Resources
Manager. Sue Relihan manages accreditation and staff inspections.
