Collaborative Community Re-entry Program The process for the Sheriff’s Office Jail Re-entry program began in 2008 with a collaborative team of professionals from the
Arapahoe Douglas Mental Health Network (ADMHN), the Arapahoe County Attorney’s Office, and the Arapahoe County Sheriff’s Office.
This program was modeled after a successful case management team effort that was formed as part of the C.I.T. (Crisis Intervention
Team) Case Management Program in 2004 and funded by grants to ADMHN.
The program’s objective is to identify incarcerated individuals with severe and persistent mental illnesses who are charged
with non-violent crimes, and to provide a seamless transition in mental health treatment for them from the Detention Center
to the community health system.
CIT case managers (see CIT under Helpful Resources) work together with Sheriff’s Office mental health staff and deputies to
develop WRAP-around treatment plans in order to reduce recidivism back into the criminal justice system, and to facilitate
access to appropriate mental health and substance abuse rehabilitation services. The program is managed by the Arapahoe Detention
Mental Health Coordinator Julie Pence (720-874-3542).
CIT Clinical Case Manager Craig Hamilton (303-996-6127), who is the ADMHN liaison for the Patrick J. Sullivan Detention Facility,
assists eligible inmates with housing, medication, and Medicare issues.
