The Long-Range Planning section provides regional analysis of issues confronting Arapahoe County; as well as coordination with both local and regional stakeholders in planning for the current and future needs of the County. Planning for Arapahoe County's future is attained in part by the administration, implementation and updating of the Arapahoe County Comprehensive Plan goals and policies.

To build on the policies and direction of the current Arapahoe County Comprehensive Plan of 2001, a SubArea Plan focusing on the State Land Board-owned Lowry Range was completed in late Spring of 2006 with the goals of providing the quality and sustainable urban development north of Quincy Road and conservation of open space and water resource management on the expansive area of land south of Quincy Road. This land represents the last major urban development parcel within the unincorporated county. Another urban SubArea Plan focuses on the Four Square Mile unincorporated area, which is completely surrounded by adjoining urban jurisdictions.

SubArea Plans for the unincorporated towns of Strasburg and Byers have also been adopted, and a cooperative work program with Adams County is beginning in 2009 on a corridor approach to economic development for the east county through the I-70 Corridor Plan. Towards the goal of successful implementation of these plans, the Long-Range Planning section conducts research at the behest of the Planning Commission and the Board of County Commissioners and provides recommendations and guidance regarding long-range goals and corresponding policies.

Long-Range Planning staff administers all regional planning efforts at the staff level and provides support to County leaders in regional planning processes, including the following:

  • Coordinates with local cities and incorporated towns and other neighboring jurisdictions within Arapahoe County.
  • Coordinates with Service District providers, such as Arapahoe County Water & Wastewater Authority and East Cherry Creek Valley Water & Sanitation District, South East Metro Stormwater Association, South Suburban Parks & Recreation District.
  • Participates in the Metro Vision 2035 processes and supporting committees of the Denver Regional Council of Governments.
  • Serves as the countywide 208 (Clean Water Act) Water Quality Management Agency, representing Arapahoe County in regional clean water working groups and the State of Colorado Department of Natural Resources Metro Roundtable.
  • Coordinates with local and regional airport facilities..
  • Manages plans for long-term projects that attract statewide interest, including the State Land Board Lowry Range properties and Super Slab.
  • Analyzes and provides recommendations to the Board of County Commissioners on State of Colorado proposed legislation, as proposed legislative bills affect Arapahoe County interests.
